For enterprises with the demand of "private network", the telecommunication industry has already launched cooperation with the vertical industry, which is technically enough to meet the special frequency demand of the vertical field.         President Chee Ching pointed out that "regardless of the confidentiality of information, controllable and flexible network, stable and secure network, reasonable cost and other aspects, enterprise private network demand in vertical industry is not necessarily satisfied through private frequency". According to President Chee Ching, frequency belongs to public resources, and the way of its distribution matters for fairness and effectiveness, and whether it can even be supervised professionally is still open to question.

        President Chee Ching said that to obtain a dedicated frequency needs to bear the cost of frequency and interference risks, while to establish a dedicated network requires a high cost of construction and management. Therefore, the cooperation between enterprises and the telecommunication industry can safely and quickly meet the needs of the vertical industry, so as to save costs, increase operational stability, and improve productivity. It is a win-win situation for all, and there is no need for rounds of discussions about the necessity of "enterprise private frequency" to avoid interfering with the development of 5G industry in Taiwan.
