        In the past, tax reporting or querying labor and health insurance information often had to struggle with card readers, component installation, and system compatibility. The cumbersome login process greatly reduced the convenience of digital services. In view of this, the Ministry of the Interior launched the "TW FidO" mobile natural person credential app in 2022, declaring the arrival of the "cardless era". However, at that time, the application was mostly limited to government fees until the third reading of the amendment to the Electronic Signature Law on April 30, 2024, which gave digital signatures the same legal status as physical signatures.         Voucher Purpose

        The common uses of the 'Action Natural Person Certificate' are as follows:

        Online tax reporting: settlement and declaration of personal comprehensive income tax.

        Querying tax information: querying personal tax registration, property, tax arrears, and other information.

        Online application for household administration: electronic transcript of registered residence application, ID card loss reporting, newborn birth registration and other services.

        Open a digital account: Fill in the information online, upload dual ID files, and complete identity verification using natural person credentials to open a bank digital account.

        Query credit report: View personal credit report and obtain electronic file.

        Querying investment information: querying personal information such as securities trading account information, as well as securities information such as OTC and emerging markets.

        Electronic highway supervision query: query information such as vehicle registration and driver.

        The e-service system of the Labor Insurance Bureau provides application query services for labor and agricultural insurance, such as insurance payment information, insurance years, and personal account information for labor and agricultural insurance insured persons.

        Exit query: Those with registered residence in Taiwan can check the entry and exit date certificate online for free.

        Health insurance information service: query personal unpaid premiums, add/remove policies, apply for health insurance cards, etc.

        Communication address migration notification service: If there are any changes to business information such as health insurance payment receipts, housing tax payment receipts, land price tax payment receipts, license plate tax payment receipts, driving licenses, etc., the notified institutions will be notified together.

        Application Method

        The application method for the certificate of action for natural persons is as follows:

        1. For those with natural person credentials: Download the app, prepare the natural person credential IC card, enter the unified ID number and PIN code, and complete the mobile phone card sensing.

        2. For those without a natural person certificate: Download the app and bring your ID card to the counter of the household registration office to apply.

        Note: The online application for mobile natural person credentials is limited to those with existing physical cards.

        Anti fraud propaganda

        Whether it is physical IC cards, natural person certificates, or mobile app natural person certificates, they all have functions such as identity recognition, digital signatures, and data encryption and decryption, providing convenient digital services. According to Taiwan's Electronic Signature Law, the digital signature of a natural person certificate is a type of electronic signature that has the legal effect of "presumed" to be personally signed or stamped by the individual. If one hands over their natural person credentials to others for use, it may result in legal liability and personal property damage if personal information is leaked or used fraudulently in the future.

        Therefore, if it is found that someone with ulterior motives is persuading to open a natural person certificate and requesting the delivery of a card, password, or mobile phone for online inquiry, it is recommended to first call the 24-hour "165" anti fraud consultation hotline for verification. Do not easily disclose personal information to avoid fraud.
