        Professor Liao Qingrong received a postdoctoral degree in industrial engineering from Penn State University in 1988, that is, he taught at Taiwan University of science and technology. He not only has complete academic and administrative qualifications, He has won the "outstanding research award" of the Ministry of science and technology and the "Master Award" of the Ministry of education for three times. During his eight years as president of Taiwan University of science and technology, he had excellent performance in running the University.
